Ride the Rockies wishes to utilize the MacGregor Ranch property south of Devils Gulch Road for our venue. As this property does not fall within the RMNP easement we wish to host the food and beer garden portion as well as overflow camping in this space. Elements to be hosted at this venue include: Stage Portable Restrooms Main Tent/eating area Food Trucks Beer Garden dual occupancy tents (roughly 250-300) Requirements for a Private Land Special Event Application 1. Comments: No information was provided for the stage, but if it is the SL-100 contemplated on an earlier Special Events permit, The SL-100 stage is inadequate to resist maximum site design wind speeds. A Wind Management Plan has been created under the previous Special Evets Permit, must be posted near the stage, and volunteers and staff must be trained in its use. Any stages beyond the SL-100 must be referred to the Building Division for review. Portable toilets including accessible units are reported to be provided. Any electrical installations beyond existing, permitted, approved-by-inspection electrical pedestals or self-supporting generator-fed electrical units require a county electrical permit.

Comments: -This request is for overflow camping south of Devil’s Gulch Road. The area will contain a stage, event tent, food trucks, and portable restrooms. Portable/self-contained showers will be located at the north site of the event along with portable restroom units (an adequate number must be provided to support the maximum attendance at any given time. For 250 maximum overnight guests this would be a minimum of 6 toilets, one of ADA design, with at least one handwashing station). -The event description indicates that 20 total portable restrooms will be available for this event. The site plan for this south event area does not specify how many restroom units will be located in this area versus the north venue area. The applicant indicated that most of the toilets will be located at this south location, as this is where food trucks and the stage will be. Please be advised that an adequate number of portable restrooms shall be provided to support the maximum attendance on this site at any given time. At least one must be of ADA compliant design. If a max of 1000 people are expected in this location for a 13-hour event with alcohol service and overnight camping, a minimum of 14-15 portable restrooms are required. 2 handwashing stations are required for every 5 portable restrooms, thus a minimum of 3 handwashing stations would be required for this location. -The portable restrooms shall be easily accessible for campers on this site for the overnight stay. -The site plan and application for this location does not specify plans for potable water for attendees. We would ask for clarification on the source from which water is being supplied. Per previous application submissions for this event, it was clarified that potable water will be provided in bulk for the event and for camping. An adequate supply of drinking water shall be provided from a public, treated water supply. Water from an untreated well is not approved. Potable water can be transported and dispensed in clean and sanitized food grade containers or provided as commercial bottled water. To reduce the risk of dehydration, the Health Department’s recommendation is to provide a minimum of one gallon of water per person, per day for all people onsite (staff and attendees). -As noted in our comments for the previous application submission for this event, food vendors shall hold a 2023 Colorado Retail Food License, or 2023 Larimer County Temporary Food License. The Event Coordinator shall submit an Event Coordinator Application and Event Vendor List to the Larimer County Health Department a minimum of 30 days prior to the event: https://www.larimer.gov/health/environmental-health/food-safety-program -Please ensure an adequate number of waste receptacles are provided throughout the venue and at portable restroom areas/hand washing stations. Handwashing stations shall be stocked with water, soap and paper towels at all times. -The Larimer County Noise Ordinance will apply to this event (noise from campers, stage, etc.). A maximum of 55 decibels is allowed from 7am to 7pm, and a maximum of 50 decibels is allowed from 7pm to 7am at the event site property lines. The applicant must ensure methods are in place to limit disturbance and impacts to neighboring properties resulting from amplified noise. -The application notes that medical support will be available for the event. -Adequate lighting must be provided in parking areas, walking paths and event at this location for safety. This can be accomplished by using light towers in the camping area and venue. -Please ensure all staff and volunteers are familiar with the emergency communication plan for the event. -Please defer to the Building Department comments on electrical installation requirements to support the event. -Attendees/campers should be reminded to avoid contact with wildlife.
