Comments: There is an open Code Compliance file on this site for unapproved uses such as camps and classes. In the file, you indicated these activities would be outside. Is the barn dance going to be outside, or in the barn? if it is going to be outside, my only requirements are for at least one of the portable toilets to be disabled accessible, and for a disabled parking space to be designated with a route to the dance area. if the barn dance will be inside the barn, this is an assembly use with 180 people, including serving food and alcohol. An assembly use is a much higher hazard than an agricultural use, and I expect the barn is not constructed for this higher hazard level. For instance, an assembly use including food and drink with 100 or more occupants requires a fire suppression sprinkler system. Other considerations include number and location of exits, exit signage, disability access, and provision of adequate toilet and handwashing facilities. If you are going to use the barn for such uses in the future, a building permit for the change of occupancy to an Events Center is required. For a one-time Special Events use of the barn, I need (1) a floor plan of the barn, drawn to scale or fully dimensioned, with all rooms and exits shown (2) Exits signage (3) A fire watch plan acceptable to Poudre Fire. 8/19/22 Approved based on clarification. At least one portable toilet must be disabled accessible, and an accessible parking space must be designated and marked with a temporary sign.

Comments: The food truck operator must hold a 2022 Colorado Retail Food License. The application states the event is on Sat. 10/01/2022 from 3 PM - 9 PM. The website states that the event is from 3:00-6:30pm. Please note that if the event is held in the evening hours after sunset, lighting will be needed for public safety to access the event site and parking areas. The property is served by a septic system which is not adequately designed to serve multiple attendees therefore the residential bathrooms shall not be used. The applicant stated that portable restrooms will be provided. Using the website's event page hours of 3-6:30pm, a 3.5 hour event with approximately 200 people serving alcohol, a minimum of 3 portable restrooms shall be provided. As Building Dept stated, at least one of the portable toilets shall be of accessible design. A temporary handwashing station shall also be provided at the portable restrooms. As an alternative to renting a handwshing station from the portable restroom company, a camping-style station may be setup that includes a covered/enclosed water container with valve filled with warm water, wastewater collection bucket (to be emptied in the portable toilets), dispensed soap and paper towels, and a trash receptacle. Potable drinking water shall be provided by means of bottled water or clean beverage dispensers filled with public treated water supply. From aerial maps, it appears that the area for parking may not be vegetated. Please lightly apply water to any dirt access and parking areas the day of the activities to help control dust for the attendees and to prevent any off-site transport of dust to neighbors. The application indicated that there would be recorded music. Please note that Larimer County has a noise ordinance and limits noise decibels to 55 dbA at the event property lines til 7pm (50dbA after 7pm). Noise from a crowd is difficult to predict and control due to varying crowd characteristics and if the crowd is celebrating in unison, orientation is diffused or one direction, effects of alcohol, etc. It is recommended that neighbors be notified ahead of time and provided contact information so they can call directly if there are concerns to reduce possible noise complaints to the sheriff.
