The Pumpkin Harvest Pop Up is Nocobox's Autumn seasonal pop-up market. This event is a family friendly event that is open to the public and organized to support small business artisans in Northern Colorado. The pop-up market will include 27 northern Colorado small business vendors in various categories: jewelry makers, potters, carpenters, food/beverage vendors (non-alcoholic), soap makers, candle makers, and different artists. The event is outdoors with seasonal activities including caramel apple dipping, corn roasting, and a you-pick-pumpkin patch. There is an on site bakery as well as a cider house.

Good afternoon,

Attached is a document addressing the subsections listed for me to address for the event permit. I apologize that I did not see this part of the application with the code requirements. I am meeting with the property manager this Thursday at 3 PM to collect more property details, take measurements, and get all my clarifying questions answered. It's very tough for me to predict headcount of total attendance this early on, but I expect 200-300 total attendees and that is what I'm striving for. Closer to the event date, I can get a more accurate number based on social media interest and the analytics from various marketing channels.

I have attached the revised certificate of insurance with the updated event address and a rough layout identifying where parking will be and the general event area. We are working on a to-scale market layout that I will submit as well once complete.

Comments: Buildings on the property were apparently converted to a bakery, cider house and "farmhouse store" without required planning approval or change of occupancy building permits. These buildings, which are now part of an active Code Compliance case, may not be used as part of this Special Event, either for production of food and beverage, or to provide bathroom facilities. Enough portable toilets must be provided to accommodate all the participants, with at least one of the portapotties accessible to the physically handicapped.

For me to approve this event, I need a signed, written statement from the applicant that none of the existing structures will be used as part of the event, which will take place entirely outdoors. Otherwise, I will have to deny the application.

8/18/21 - approved based on written statement noted above supplied as requested.

8/31/21 - approved in new location of 8020 S. Timberline, Ft. Collins, which does not have any of the Code Compliance issues previously listed. Requirement for at least one accessible portapotty remains in effect and owner has stated she will provide that.

Comments: Emergency Access: An emergency access path of no less than 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads, at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. If road blocks are used ensure staff is available to remove barricade should emergency travel be necessary. (2012 IFC, 503.2)
Tent Permits: Any tent or air supported membrane structure greater than 700 square feet requires a tent permit. Food Vendors: Cooking is not allowed beneath temporary membrane structures. See above for location of more information on the https://lfra.org/website . Food trucks will need to have appropriate portable fire extinguishers with current annual inspection tags. (2012 IFC, 906) Operational Type I hood systems with current inspection tags shall be required for all commercial cooking appliances that produce grease vapors. (2012 IFC, 609)
