Description:
Holes and Hops 2020 is our 3rd annual Corn Hole Tournament/ Brew Fest. We will have the tournament as well as 8-10 breweries here, and 3 food trucks. We will have security, checking IDs as this is a 21 and over event.

It may be that the form you submitted is for the land-use permit. There is a Special Event Liquor License form, supporting documentation, and fees that need to be submitted to the Recording Department, the department that serves as the Liquor License Administrator on behalf of the Larimer County Board of Commissioners. The requirements are:

-Application for a Special Event Permit (Form DR 8439) (see attached)
-$100 per event non-refundable fee payable by cash, check, or credit and debit card (subject to 3.5% convenience fee).
-8.5” X 11" diagram of the area to be licensed, reflecting bars, walls, partitions, ingress, egress, dimensions, and where alcohol will be stored during the event. If the event is to be held outside, please explain intended control measures, i.e. fencing, ropes, barriers, etc., and highlight the perimeter of the licensed area.
-Copy of the deed, lease or written permission from the owner for use of the premises which includes that date(s) of the event and the property address as well as acknowledgment from the property owner that alcohol will be served.
-Certificate of good corporate standing issued by the Colorado Secretary of State.

Kory,

I searched our database and tracking spreadsheet and do not find where the application was submitted nor the fee was paid. This is separate from the online application that you completed for the Special Event Land Use Permit.

Do you know when you mailed the application and check?

I do find the supporting documentation that was submitted as attachments to the land-use application. However, the Certificate of Good Standing expired on 4/15/2020. We will a Certificate of Good Standing that is current.

It is correct that the fee is $100 for the liquor permit. Once we receive the fee and the updated Certificate of Good Standing, we will be able to process the application for review and approval.

Comments: Please note that in addition to this Health Department review for the Larimer County Planning Department Special Event Application, the Event Coordinator shall also receive a Public Gatherings variance approval from the Health Department's Emergency Operations Center (EOC) for COVID safety precautions for gatherings over 10 people. The EOC is a separate Health Department Division that has been activated to review COVID-specific plans.

Be advised that it can take up to 5 days to get the plans approved by the EOC.

=It was noted in the description that 3 mobile food vendors will be providing food at the event. No information was provided on the food vendors. Please be advised, the food vendors must all hold "2020 Colorado Retail Food licenses".

=Please ensure potable water is provided for attendees during the event. Bottled water is preferred, or sanitized beverage containers filled with treated water or drinking fountains.

=For the proposed 300 participants, 150 spectators, and unknown number of volunteers and security with the potential of up to 500 with alcohol service from 10a-6pm, a minimum of 8 portable restrooms is recommended. At least one restroom shall be of accessible design and two handwashing stations shall be provided with trash receptacles. Additional handwashing stations may be required as part of the EOC COVID public gathering plan.

=Please note that the EOC may not allow the slip'n slide as a result of the COVID public gathering plan. Guidelines are available on the website to assist in planning for COVID precautions.

Comments: The property is zoned FA1-Farming.

Kechter Rd or E CR 36 is classified as a major collector with a minimum setback of 100 feet from the right-of-way centerline. CR 5 is classified as an arterial road with a minimum setback of 110 feet from the right-of-way centerline.

The north and east half of the property is within a FEMA designated floodplain.

There are Class 4 and Class 2 wetlands mapped on the property. These areas should be avoided and best management practices used to protect them.

It appears that the proposed event will take place in developed areas on the property outside of mapped floodplain and wetlands and that setbacks for temporary structures including food vendors and temporary toilets will meet required setbacks.

Any newly disturbed areas should be re vegetated with native grass seed to prevent noxious weeds.

The event will comply with all Center for Disease and State guidelines for social distancing and maximum crowd size that are in place at the time of the event.

For future, more detailed site maps will be helpful that show the location for food vendors, temporary toilets, etc. It would also be helpful to know the number of parking spaces that exist on site in the parking areas.
