Description:
The Carter Lake Crossing will be a swim event on July 18, 2020 from 7:00 AM to 9:30 AM (there is a 2.5 hour cut-off). The swim will begin at the north side of the lake and go to the south end of the lake, following the west shore. This is the 6th consecutive year that this swim has been hosted at Carter Lake. Registrants will park near the south boat ramp and will be bussed to the north end of the lake prior to the start of the swim. Buoys will be set up the evening before and clean-up will be completed by noon.

Impacts to the lake will be temporary with minor impacts on lake access (public boats will not be allowed west of the buoy line). There will also be minor noise impacts on the south shore campground due to bus loading, parking and registration. Announcing will be limited prior to the first swimmer exiting the water at the south boat ramp. This is anticipated to be approximately at 8:00 AM.

There will be no significant cultural or environmental impacts. Regulations and ordinances will be adhered to and the Park Rangers will be coordinated with closely. They have provided on-the water support as part of the safety plan for the last several years.

Temporary restroom facilities will be dropped off at both the north pines boat ramp as well as at the south boat ramp for event users to take advantage of. There will therefore be limited to no impact on park restroom facilities. Trash receptacles for waste at the restrooms and the post-race food area

Volunteers, Larimer County Dive and Rescue Team, Rapid Response and the Park Rangers will assist in providing on-the water support to the swimmers and the race. Emergency personnel will be on call via the Park Ranger's radios if needed. Paramedics and EMTs will also be on-site in the event of an emergency. An emergency response and communication plan will be developed and disseminated prior to the event.

A 20 foot wide emergency access path to both the North Shore Boat Ramp and the South Shore Boat Ramp will be provided and maintained.

There will not be a tent over 700 square feet in size.

Food and warm water will be distributed for free on site. Food will be limited to small breakfast items such as bagels, fruit, cookies, coffee, tea etc. There will not be cooked food on-site. This food will be sourced from either a restaurant or a grocery store.

Prior to hosting the event, the weather will be monitored and if inclement weather is anticipated, coordination with the Larimer County Park Rangers will occur prior to the event.

Comments: Emergency Access: An emergency access path of no less than 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads, at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. If road blocks are used ensure staff is available to remove barricade should emergency travel be necessary. (2012 IFC, 503.2)

Tent Permits: Any tent or air supported membrane structure greater than 700 square feet requires a tent permit. The LFRA has a policy which provides details for International Fire Code compliance and can be obtained at 410 E 5th St., or on line at http://lfra.org/wp-content/uploads/TentandCanopyPolicy2016Rev.pdf

Food Vendors: Cooking is not allowed beneath temporary membrane structures. See above for location of more information on the https://lfra.org/website . Food trucks will need to have appropriate portable fire extinguishers with current annual inspection tags. (2012 IFC, 906) Operational Type I hood systems with current inspection tags shall be required for all commercial cooking appliances that produce grease vapors. (2012 IFC, 609)
