To all,

This application is for an event that I hope to have for its fourth year.

This event is a 'camping tabletop roleplaying convention' that we have hosted with Larimer County previously.

Based on how great it has been the last few years, we would love to return to Eagle campground at Carter Lake.

Unlike most conventions which are located in hotels, or game days located in retail stores; Druids & Dragons Convention is located at a campground.

This gives us the ability to offer a unique community gathering in both in an beautiful setting at a lower cost than many conventions to the attendees.

I have attached a file of how Eagle Campground was organized last year and I do not plan to change it.

Comments: Emergency Access: An emergency access path of no less that 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads, at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. Comments: At this time (June 16, 2020) Larimer County is still in a pandemic response. Public Health Orders are changing frequently and unknown for this future event on July 9-13, 2020. Public Health (PH) Orders currently do not allow for group outdoor recreation and public gatherings over 10 people, so the proposed 100 participants would not be permitted, unless a plan is submitted to the Health Department for review. There is a draft proposal for outdoor public events that is currently under review that may be posted by the end of this week with a change in public gathering numbers.

At this time, events over 10 people but less than 50 (11-50 people), are required to submit a written Gathering Plan to the Health Department’s Emergency Operations Center (EOC) for approval. Guidance documents and the online request form are provided on the following website:

Gatherings of up to 50 may be allowed if all of the following provisions can be met:
=Detailed plans on the space or area used for the gathering or event and controls that will be implemented to maintain 6 feet distancing requirements;
=Face coverings must be required and plans should outline how the requirement will be communicated to participants and enforced during the event;
=The plan must include methods used to register attendees so that contact tracing may occur if necessary;
=Susceptible populations will be strongly recommended to refrain from participating in any public gathering during the Safer at Home phase;
=Gathering size will be re-evaluated on June 30 to determine when larger gatherings will be able to resume.

As stated earlier, the public gathering numbers are being re-evaluted, so please continue to monitor Larimer County's Coronavirus (COVID-19) response website for local restrictions that may differ from the Governor and Colorado Department of Public Health. Though an approval for this Planning Department Special Event Application is provided today, this event is subject to the restrictions of the PH Orders in place at the time of the event. Other Health Dept EOC applications and approvals may be required to continue with the event. Websites for the latest information on community events, face coverings, and physical distancing are provided below.
