Horsetooth Reservoir

Colorado Kayak Fishing Club plans to hold a catch / photo / immediate release kayak tournament for bass at Horsetooth Reservoir on 7/25/20. Our club info can be found at www.cokayakfishing.com. We will be launching at safe light from the Marina area and returning at approximately 2pm. We hope to utilize the Marina ramp, non-exclusively, as a launch area and gathering point. This worked very well for us last year since we do not require ANS inspections (motorless hand-launched kayaks only). A Certificate of Insurance will be provided (adding the additional insured as required) as soon as possible.
Parking plan is to be as close to the marina as possible. There will be 4-5 event volunteers to assist with logistics and planning ahead to let participants know where we need to be set up. We basically need enough space to set up our portable table at beginning and end of the day. No items will be sold or vendors utilized on property. We will take care of the minimal trash cleanup we will have. Thank you.

Comments: At this time (June 16, 2020) Larimer County is still in a pandemic response. Public Health Orders are changing frequently and unknown for this future event on July 25, 2020. Public Health (PH) Orders currently do not allow for group outdoor recreation and public gatherings over 10 people, so the proposed 45 participants would not be permitted, unless a plan is submitted to the Health Department. (There is a draft proposal for outdoor public events that is currently under review that may be posted by the end of this week with a change in public gathering numbers.)

At this time, events over 10 people but less than 50 (11-50 people), are required to submit a written Gathering Plan to the Health Department’s Emergency Operations Center (EOC) for approval. A gathering guidance document and request approval to operate by submitting the online form. The guidance document and online form are provided on the following website:

Gatherings of up to 50 may be allowed if all of the following provisions can be met:
=Detailed plans on the space or area used for the gathering or event and controls that will be implemented to maintain 6 feet distancing requirements;
=Face coverings must be required and plans should outline how the requirement will be communicated to participants and enforced during the event;
=The plan must include methods used to register attendees so that contact tracing may occur if necessary;
=Susceptible populations will be strongly recommended to refrain from participating in any public gathering during the Safer at Home phase;
=Gathering size will be re-evaluated on June 30 to determine when larger gatherings will be able to resume.

As stated earlier, the public gathering numbers are being re-evaluted, so please continue to monitor Larimer County's Coronavirus (COVID-19) response website for local restrictions that may differ from the Governor and Colorado Department of Public Health. Though an approval for this Planning Special Event Application is provided today, this is event is subject to the restrictions of the PH Orders in place at the time of the event.
