Horsetooth Reservoir

I would like to apply for a permit to conduct the annual Horsetooth Ache Rowing event at Horsetooth reservoir on Sunday November 10, 2019. Fort Collins Rowing Association has conducted this event every year since 2006. We would like to conduct the event this year in the same fashion as in the last 5 years: stage the starting area in south bay, utilizing the picnic shelter as a base of operations (if possible), have the rowers row north to the north end of the reservoir, turning around at the dam at Satanka cove and returning to the finish at the picnic area. it is 12-13 miles of rowing. Last year we had about 60 participants in almost 20 boats of varying sizes: one person boats all the way up to 8-person boats. WE also had about 50 spectators. We would like to start the event at 8 am and anticipate the last rowers would be done by 12 noon. Rowers would start arriving at the area around 6am to rig boats and likely will mingle and socialize for an hour or two after finishing. We have had participants from Denver, Boulder, Nebraska, Breckenridge, Utah and Longmont in recent years, along with rowers from CSU and the Northern Colorado youth rowing program.
I will attach a copy of our waiver required of all race participants.
For safety we will have a crew from PVHS EMS stationed at the starting/finish area and we will have on the water support from the Larimer County Dive team (volunteeer) and from the amateur radio club for communication support.
I will attach a copy of our insurance certificate.
