This will be an outdoor event. All event activity and parking will be on private property. No parking will be allowed on any roads. All event activity aside from parking will be contained in a fenced in area. 3 porta-potties will be provided for spectators. Food will be sold from a licensed local food truck.

The event will consist of 3 live bands and a unique art robot performance. The art robot performance will have special effects lighting and smoke effects.

The bands will be performing on a small platform/stage behind the main building. The platform sits at ground level on the back and then projects out as the ground rolls down. The highest part of the stage (the front edge) is only 24 inches off of the ground. The stage was built very well and has been used several times with absolutely no problems. I do not have an official load rating for this small structure though.

Comments: It was noted that food will be provided from a licensed food truck. Please ensure the food truck vendor holds a 2019 Colorado Retail Food License.

No information was provided on water for attendees, participants, and staff. Please have bottled water available or water from a municipal source. If the residence is served by a well, then water would need to be hauled from a commercial source.

In addition to the portable restrooms proposed, we would recommend a handwash sink with soap and paper towels and trash receptacle.

Trash receptacles shall be setup through the event site, specifically near restrooms and food service areas.

The event is expected to control sound so that is meets the requirements of the Larimer County noise ordinance. The ordinance outlines specific decibel levels at the property lines of the event. Day time hours between 7am-7pm allow a maximum of 55 decibels (A-weighted), while night time from 7pm to 7am limits levels to 50 dBA. In addition to the decibel limits, noise cannot cause a significant disturbance to neighbors. Amplified music or other special effects involving sound, can be a significant source of disturbance. Please speak with your neighbors prior to the event. Any noise disturbances should be directed to the sheriff as this is an after hours event.

In the areas where there is little to no vegetation at the event site, the soil should be dampened to control dust during the event. This should include the parking area and the spectator areas.

Larimer County has confirmed West Nile Virus positive mosquitos. Since the event occurs through dusk near areas of standing/stagnant water and in a field, we would recommend implementing pest control for vectors such as mosquitoes. Other recommendations would include notifying guests about the importance of self-protection or providing various insect repellants for guests. The art robot performance includes smoke effects and a light show. Please keep light shows aimed towards the ground or shelter and not into the sky. Lighting/lasers that reach an aircraft can cause serious safety risks and also violates federal law. Many high-powered lasers can completely incapacitate pilots who are trying to fly safely to their destinations and may be carrying hundreds of passengers.

Both E. County Road 66 and N. County Road 3 are classified as Major Collectors.

All temporary structures related to the event should be located a minimum of 100-feet from the right-of-way center lines of E. CR 66 and N. CR 3, as well as 25-feet from all other property lines.

The west half of the property is located within a FEMA designated floodplain.

Any proposed temporary lighting should meet the requirements of Section 8.15 of the Larimer County Land Use Code. In general, lighting should be downcast and no greater than one-tenth of a foot candle 20-feet beyond the property lines.

Disturbed areas should be re vegetated with native grass seed to prevent noxious weeds.

7.22.19 - PERMIT APPROVED, Met with organizer on site reviewed and discussed Wellington Fire Protection Districts special event requirements and advised they will need an inspection prior to the start of the event.
