Carter Lake Sailing Club Open Regatta is an annual event when the Club invites other racers from other lakes, as well as the Carter Lake Marina and any one from the public to race sailboats. The sailboats competing can be large or small keel boats or dinghy's, with crew at all levels of experience, but racers must be in a sailing vessel. This is a two day event with racing both days, a potluck on Saturday night and award ceremony following the last race on Sunday afternoon. We expect 10-20 sailboats on the lake that weekend but do not anticipate any need for additional rangers to be on hand. The Club will cover start boat, finish boat and a mark boat that can also act as a rescue boat if needed.

Status: ApprovedComments: Emergency Access: An emergency access path of no less that 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads, at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. If road blocks are used ensure staff is available to remove barricade should emergency travel be necessary. (2018 IFC, 503.1).
Special Events, Tents and Membrane Structures Permits: Any tent or air supported membrane structure greater than 700 square feet requires a tent permit. The BFPD has a policy which provides details for International Fire Code compliance and can be obtained at 275 Mountain Ave., Berthoud, CO.

Information was not provided on restrooms. It is assumed that the clubhouse has restrooms which are supported by a septic system. With 50 people attending and alcohol service, it is recommended that a minimum of 2 portable toilets with a handwash station be provided for attendees to reduce the impact on the septic system.

Please provide a rough schematic of the location of the event on the lake. Will the Park Rangers be readily available to provide assistance in an emergency, to include access to 911 request for dive rescue? May be possible to ask the Larimer County Dive Rescue Team (all volunteers) to provide support for the event as an onsite standby resource. Berthoud Fire responds to the southern 1/3 of the lake and may have a need to review the information, Fire Chief Steve Charles would be the contact. I spoke with Jeff Postek about the event. The course map has been added, but may be altered the day of the event dependent on weather. Park Rangers will be the main contact for an emergency.

It does not appear that any temporary structures are proposed for the event. If any temporary structures are proposed, they should be setback a minimum of 25-feet from property lines.
It is assumed that parking for the participants of the proposed 10-20 sailboats can be accommodated in the existing parking areas for the marina.
