Breakaway Athletic Events Inc, has applied for Sanctioning for this event through USA Triathlon, the national governing body for triathlon. As a sanctioned race, and as experienced race operations directors we intend to comply with all guidelines & best practices developed by USAT, Breakaway Athletic Events, Larimer County, and Carter Lake Reservoir, that are specific to this race. Insurance will be provided through the USAT sanctioning process, & will list Carter Lake, and Larimer County as additionally insured specific to this event.
1.) The First Aid/Medical/Paramedic plan is attached.
2.) Breakaway Athletic Events will provide an insurance certificate naming “Carter Lake” and “Larimer County” as additionally insured prior to the race. Insurance will be obtained through USA Triathlon with the coverage limits according to the Colorado State Parks Special Activity Agreement as well as Larimer County Special Activity agreement.
3.) The Sanitation requirements and needs will include the park facilities/restrooms being open and available for use. Additionally Breakaway Athletic Events will provide temporary portable toilets at the start/transition area of the south campgrounds. There will be 1 restroom unit available for every 50 athletes.
These will be strategically placed with 6-8 portable toilets at the transition/start area. Additionally Carter Lake Campground restroom facilities are available & open for use with their permanent restrooms located at the transition athlete area.
4.) We do not foresee any Public Safety Issues/Conflicts with other local residents or anyone else using the Carter Lake Reservoir. South campground entry and parking for the racers and spectators has been highlighted on our included parking maps with maximum limits in place as well as bus transportation provided should the main parking areas fill up. Participants will be provided with a pre-approved entry pass. Breakaway Athletic Events will contract a private parking company and utilize volunteers to handle parking direction for the athletes. Breakaway Athletic Events will also handle safety & organization of the transition areas All other areas used during the event will be the responsibility of Breakaway Athletic Events staff.
5.) Food for the athletes/spectators will be located at the finish area, & be provided by The Silver Seed Food Truck Catering. Water and electrolyte drinks will also be located at the finish area. A Health Certificate will be provided to the park in the event a food vendor is utilized and it is required.

Breakaway Athletic Events will post a message board sign at the south campground entrance at least 10 days prior to the event to notify visitors of trail closures, event time & date. Additional signage at the Carter Lake Marina area will be posted on at least 5 days prior to the event for notification.
We will also provide the area managers & park rangers with flyers/brochures for advertising at the entrance areas and for posting and distribution.
The transition area will be placed near the South Shore Campground Entrance, approximately 50-75 meters south of the boat ramp.
The swim portion of the event will take place within the Carter Lake Reservoir, South Shore Campground area. The course length is to be set at 800 meters, indicated by large inflatable orange/yellow/red buoys. With the approval of Carter Lake Reservoir we will put in place the temporary anchors with small 6” round slalom course buoys the evening prior to the race. The morning of the race we can quickly clip on the large orange buoys.
Additional swim course safety will be handled by Rapid Response Paramedics -a private paramedic and emergency medical company that will be on site for the duration of this event & will be able to supply motorized jet-ski water support with flotation devices.
Swim course safety plans can be modified to include additional resources as needed or required by Larimer County.
Bike Course & Run Course:
The bike course will take place on county roads in the immediate surrounding areas of Carter Lake. Our bike course traffic control plan is included with this application as two PDF files. These indicate safety cones, traffic flow, signage, law-enforcement, course marshals, traffic flaggers & athlete directional flow.

The Finish area will be just inside the entrance to the South Shore Campground at Carter Lake. With the size of this event Breakaway Athletic Events would like the opportunity to utilize the entire South Shore Campground including all of the parking areas & campsites. We would be happy to discuss more course, setup & safety specifics in person with any department that would like or may deem this required.

11-28-18 - Confirmed information & updates with applicable departments || We are updating the MAX athlete cap to 300 participants (we expect less to actually sign up & race).
We have also removed the old and uploaded amended/updated run course & transition layout PDF's. Absolutely NO athletes will go south from the Carter Lake entrance.

I have received complaints about traffic and emergency access from residents on the south end of Carter Lake. I believe a discussion needs to take place between the event organizers and the residents to address their concerns. As indicated in the Safety Plan, the Larimer County Dive Team is required to be at the event should a drowning or medical emergency in the water takes place. Ned Sparks, LFRA - (970) 962-2488.
Emergency Access: An emergency access path of no less that 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads, at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. If road blocks are used ensure staff is available to remove barricade should emergency travel be necessary. (2006 IFC, 503.1).
Tent Permits: Any tent or air supported membrane structure greater than 700 square feet requires a tent permit. The LFRA has a policy which provides details for International Fire Code compliance and can be obtained at 410 E 5th St., or on the City of Loveland website under the Fire- Community Safety Division – Fire Prevention Bureau - Special Events, Tents and Membrane Structures
