1.   Approval of the July 1, 2013 Minutes. 

Member Spencer made a motion to approve July 1, 2013 minutes with one correction under item #3, roll call vote, Member Grazier’s name was misspelled.  Member Hostetler seconded.  All were in favor with the correction noted.  Minutes adopted with correction noted. 


Secretary Lamb made a motion to approve the August 5, 2013 minutes as written.  Member Spencer seconded the motion.  All were in favor.  Minutes adopted as written. 


2.     Introduction and Welcome of new member, Alan Carlson


3.     Flood Response Video “Life After the Flood”

Community Development Director Gilbert gave an update on the flood and County Plans.


4.   Discussion and Group Input into the Rural Area Vision Process

Members gave the following comments to be included in the effort:


What do you like?


Ø   The approach the County took of less red tape during the flood was good way to approach things.  This created action being taken.  Used common sense and that was good.

Ø   Wide open spaces

Ø   Responsible management of resources—this is an expectation people have when come to the County

Ø   County has a good mixture of rural and urban


Ø   County tries to protect agricultural communities and heritage

Ø   Never feel like I’m stuck in Larimer County and wished I lived somewhere else

Ø   Less traffic than in the Denver area.

Ø   Appreciate County staff listening to community—particularly now more than before.

Ø   More common sense applied here in Larimer County than in other counties.  Appreciate the attitudes in Larimer County government.

Ø   It is admirable that the County seeks input from citizens (community meetings and has various Boards and Commissions that can give input)

Ø   Appreciate when County understands its role and does it well.


What do you want?


Ø   Need to make priorities—when have a crisis such as recent flood event, may need to reprioritize and focus on needed items such as road repairs.

Ø   Have a plan for where high density development is allowed to occur and at what level before building permits are issued.  Don’t issue building permits until water issues, etc, are solved.


What needs to be improved or changed?


Ø   Concerned about maintaining rural voice in an urbanized County—particularly where water issues are concerned and the buy and dry approach to agricultural lands.

Ø   How are we going to protect agriculture with these kinds of issues, such as water?  Need to have the vision and knowledge to know how to protect what we have.

Ø   Shouldn’t be able to buy water from Larimer County and send it down to Denver.  Shouldn’t dry up one county for the benefit of another county.


      5.   Other Business

Brenda gave an update on two outstanding RLUP projects:  Dry Creek Reservoir Estates –still in final plat process and Homesteads @ Sylvan Dale Ranch - considering revising the project and moving forward with final approval.  Brenda also mentioned that there might be a new project coming soon in the LaPorte area.


Member Carlson made a motion to adjourn.  Member Lamb seconded the motion.
