LARIMER COUNTY PLANNING COMMISSION
Minutes of March 19, 2014
The Larimer County Planning Commission met in a regular session on Wednesday, March 19, 2014, at 6:30 p.m. in the Hearing Room. Commissioners’ Christman, Dougherty, Gerrard, Miller, Wallace, and Zitti were present. Commissioners Cox and Jensen were absent. Commissioner Glick presided as Chairman. Also present were Matt Lafferty, Principle Planner, Terry Gilbert, Planning and Building Services Director, Rob Helmick, Senior Planner, Michael Whitley, Planner II, Doug Ryan, Health Department, and Jill Wilson, Recording Secretary.
The Planning Commission went on a site visit to Colorado Precast Rezoning and Flower Power Botanicals Licenses.

APPROVAL OF THE MINUTES FOR THE FEBRUARY 19, 2014 MEETING: MOTION by Commissioner Dougherty approve the minutes, seconded by Commissioner Gerrard. This received unanimous voice approval.
AMENDMENTS TO THE AGENDA:
Mr. Lafferty asked to table Item #2 Flower Power Botanicals Licenses 14-G0259 to the April 16, 2014 Planning Commission hearing due to new information presented to the Community Development Department. He stated that the applicant concurred with tabling the item.
MOTION by Commissioner Wallace to table Flower Power Botanicals Licenses to the April 16, 2014 Planning Commission hearing, seconded by Commissioner Miller. This received unanimous voice approval.
ITEM #1 COLORADO PRECAST REZONING #13-Z19173 : Mr. Helmick provided background information on the request to the rezone a property from C-Commercial and FA-Farming to I1-Industrial to allow Industrial uses. The property is located on the south side of Highway 402 approximately ¼ mile east of the Boise Avenue intersection in Loveland. He noted that the site was outside of the Larimer County Growth Management Area. He mentioned that the City of Loveland wished to annex the property; however, if annexation did not occur, the city asked that their development standards be addressed with development of the property. The Development Services Team was recommending approval.
Kim Lambrecht, Landmark Engineering, stated that they concurred with the regulations set forth within the staff report. She stated that they were trying to create a cohesive campus to utilize all of their industrial uses.
Commissioner Gerrard stated that the site had been industrial for many years.
Commissioner Wallace noted the Land Use Code Review Criteria used to determine review and approval of the proposal to up-zone the property.
Commissioner Dougherty moved that the Planning Commission adopt the following Resolution:
BE IT RESOLVED that the Planning Commission recommend to the Board of County Commissioners approval of the Colorado Precast Rezoning from C-Commercial and FA-Farming to I1-Industrial, file #13-Z1917, for the property described on “Exhibit A” to the minutes subject to the following conditions:
1. The applicant shall submit a complete Site Plan Review application for the properties affected by this rezoning no later than 180 days after Board of County Commissioners approval.
2. Any change in use of the properties shall be subject to Site Plan Review
3. Any Site Plan Review application shall take into consideration the standards of development suggested by the City of Loveland in their comments.
Commissioner Miller seconded the Motion.
Commissioners’ Christman, Dougherty, Gerrard, Miller, Wallace, Zitti and Chairman Glick voted in favor of the Motion.
MOTION PASSED: 7-0
REPORT FROM STAFF: Mr. Lafferty reminded the Commission of their upcoming meetings.
