LARIMER COUNTY PLANNING COMMISSION
Minutes of January 21, 2015
The Larimer County Planning Commission met in a regular session on Wednesday, January 21, 2015 at 6:30 p.m. in the Hearing Room. Commissioners’ Christman, Cox, Dougherty, Gerrard, Jensen and Miller were present. Commissioner Wallace presided as Chairman. Commissioners’ Glick and Zitti were absent. Also present were Matt Lafferty, Principle Planner, Traci Shambo, Engineering Department, Doug Ryan, Health Department, and Jill Wilson, Recording Secretary.
COMMENTS BY THE PUBLIC REGARDING THE COUNTY LAND USE CODE:
COMMENTS BY THE PUBLIC REGARDING OTHER RELEVANT LAND USE MATTERS NOT ON THE AGENDA:
APPROVAL OF THE MINUTES FOR THE DECEMBER 17, 2014 MEETING: MOTION by Commissioner Cox to approve the minutes, seconded by Commissioner Dougherty. This received unanimous voice approval.
AMENDMENTS TO THE AGENDA:
AMENDMENTS TO THE LARIMER COUNTY URBAN AREA STREET STANDARDS : Ms. Shambo provided background information on the request to make changes to the LCUASS- Chapter 16 (Pedestrian Facilities), Chapter 22 (Materials and Construction Specifications), Chapter 25 (Reconstruction and Repair), and Appendix A (Standard Drawings)).
Commissioner Cox moved that the Planning Commission adopt the following Resolution:
BE IT RESOLVED that the Planning Commission recommend to the Board of County Commissioners approval of the Amendments to the Larimer County Urban Area Street Standards as follows:
1. Chapter 16 (Pedestrian Facilities)
Chapter 16 (Pedestrian Facilities) is an update to the sidewalk thickness requirement to be 6” in all cases. This change was implemented with the revisions in 2007 but the change was not reflected in this paragraph of this Chapter.
2. Chapter 22(Materials & Construction Specifications) & Chapter 25(Reconstruction & Repair)
These two Chapters include updates to the asphalt pavement terminology and specifications and methods sections to reflect current asphalt industry standards. The proposed changes were initiated by a collection of stakeholders from the public and private sector, including the Colorado Asphalt Pavement Association (CAPA) and local asphalt designers, manufactures, and contractors .
Appendix A – Standard Drawings
This includes updates to selected standard drawings pertaining to ADA curb ramps and driveway approaches in order to reflect current industry standards and provide clearer and more detailed guidance.
Commissioner Dougherty seconded the Motion.
Commissioners’ Christman, Cox, Dougherty, Gerrard, Jensen, Miller and Chairman Wallace voted in favor of the Motion.
MOTION PASSED: 7-0
REPORT FROM STAFF: Mr. Lafferty reminded the Commission of their upcoming meetings.
ADJOURNMENT: There being no further business, the hearing adjourned at 6:45 p.m.
These minutes constitute the Resolution of the Larimer County Planning Commission for the recommendations contained herein which are hereby certified to the Larimer County Board of Commissioners.
