LARIMER COUNTY PLANNING COMMISSION

 Minutes of January 16, 2019

The Larimer County Planning Commission met in a regular session on Wednesday, January 16, 2019, at 6:30 p.m. in the Hearing Room.  Commissioners Choate, Johnson, True, Stasiewicz and Wallace were present.  Commissioner Jensen presided as Chairman.  Commissioners Lucas, Miller and Dougherty was absent.  Also present were Michael Whitley, Planner II; Katie Gray, Engineering Department; Lea Schneider, Health Department, Carol Kuhn, Principal Planner; and Denise Ruybal, Recording Secretary. 

 

The Planning Commission did not go on a field today.

 

COMMENTS BY THE PUBLIC REGARDING THE COUNTY LAND USE CODE: 

None

COMMENTS BY THE PUBLIC REGARDING OTHER RELEVANT LAND USE MATTERS NOT ON THE AGENDA:  

 

None.

 

APPROVAL OF THE MINUTES FOR THE DECEMBER 19, 2018 MEETING:   MOTION by Commissioner Johnson to approve the minutes, seconded by Commissioner Choate.  This received unanimous voice approval.

 

AMENDMENTS TO THE AGENDA:  Commissioner Choate noted that with Commission Gerrard’s resignation, the Commission does not have a Vice President and one needs to be appointed tonight.  He also noted that the work session would take place after the adjournment of the meeting.

 

Commissioner Johnson moved that the Planning Commission adopt the following Resolution:

 

              BE IT RESOLVED that the Planning Commission appoint Sean Dougherty as the Vice Chair.

 

Commissioner Choate seconded the motion.

 

This received unanimous voice approval.

 

CONSENT ITEMS:

 

ITEM #1 EGGERS ELECTRIC, FILE #18-ZONE2378:  Mr. Whitley asked that this item be continued on the February 20, 2019, agenda.  This is a request for a re-zoning of three parcels from T-Tourist and R1-Residential to PD – Planned Development. Per state law and the Larimer County Land Use Code, at least 30-days to the initial hearing for development, the applicant is responsible for providing written notice of the hearing with time, date and location, to any mineral interest, owners or lessees, underlying the property.  That notice was not provided for this hearing.  Our Land Use Code specifies that when that notice is not complete, the initial hearing shall be continued.  This additional time will provide the applicant the needed time to provide that notice.

 

DISCUSSION:

 

Commissioner Wallace moved that the Planning Commission adopt the following Resolution:

 

           BE IT RESOLVED that the Planning Commission approves this item be moved to the February 20, 2019, agenda to allow the applicants sufficient time to provide the required notice.

 

Commissioner Choate seconded the motion.

 

This received unanimous voice approval.

 

REPORT FROM STAFF: Mrs. Kuhn had nothing to add but stated that there will be a field trip next month and the next meeting will be on February 20, 2019.

 

ADJOURNMENT:  There being no further business, the hearing adjourned at 6:40 p.m.

 

These minutes constitute the Resolution of the Larimer County Planning Commission for the recommendations contained herein which are hereby certified to the Larimer County Board of Commissioners.
