Discussion Items:

Environmental Stewardship Awards.   The ESAB Stewardship Awards Committee members for 2014 are Cassie Archuleta, Chase Eckerdt, Derek Esposito, Michael Jones and Jeremy Dueto.  The committee met on September 29 to consider initial recommendations for this year’s stewardship award nominations.  Michael Jones and Chase Eckerdt led a discussion with the full Advisory Board about the nominations.  At the conclusion of the discussion, the consensus of the members was to recommend three nominations for consideration by the County Commissioners.  Doug Ryan will meet with the Commissioners to outline the ESAB recommendations.  Mr. Ryan noted that as in the past all of the nominations received will be presented to the Commissioners.

NISP Water Project EIS.  The Supplemental Draft Environmental Impact Statement (SDIES) for the Northern Integrated Supply Project (NISP) is being prepared by the U.S. Army Corps of Engineers, and is scheduled to be released for public comment in December 2014 or January 2015. The decision to prepare a supplemental EIS was announced in 2009 in response to comments from the public that additional detail about important potential environmental impacts was needed.  Those impacts include factors such as hydrology, geomorphology, aquatic resources, water quality, alternatives and cumulative effects.

The County Commissioners have asked the ESAB to review the document when it is released, and to provide analyses for their consideration during the public comment period.  In anticipation of the release, the Advisory Board reviewed the Executive Summary from the 2008 draft EIS, as well as the original Environmental Advisory Board review and County Commissioner comments to the Army Corps.

Additional information about the EIS review process for this project is available on the Army Corps’ website at

Approval of September Minutes:

Minutes from the September 9 meeting were adopted as amended.

ESAB Issue Index:

Doug Ryan will update the Issue Index related to the topics discussed at the meeting.

Next Meeting Agenda:

It is anticipated that the next regular meeting will be on December 9.  Items for that meeting will include consideration of the ESAB workplan for 2015, election of officers, and an update on ozone air quality.  Consideration of the NISP SDIES will depend on the release date to be announced by the Army Corps of Engineers.

The meeting ended at 7:55 PM
