Discussion Items:

Solid Waste Update. 

Stephen Gillette and Steve Harem provided an update on the County’s solid & hazardous waste programs.  Mr. Gillette handed out fact sheet with current statistics about the landfill, recycling center, household hazardous waste facility, and transfer stations.   Mr. Harem used a power point presentation to illustrate his talk.  The update touched on several key issues:


·  The landfill has a current estimated capacity of 14-15 years.

·  The main haul road has been topped with recycled asphalt to help control dust and to limit the need for watering. 

·  Vehicle congestion is an important issue at the landfill.  Overflow gates with a n extra land are scheduled for the high use season from May-September.

·  The tonnage for recyclable is similar to last year, but contamination in the single stream and drop off collection sites is becoming more of a problem.

·  A rate increase for “rubble material” is the only rate increase proposed for 2014.

·  The statewide consumer electronics landfill ban is in effect.  Electronics are accepted at the recycling center for a fee.

·  The state stormwater permit for the landfill was updated this year and included a revised and more-detailed stromwater management plan. 

·  Methane collection and flaring continues at the landfill.  Flaring reduces methane emissions, which are a more potent greenhouse gas than the carbon dioxide produced from the burning.

·  Other issues, such as groundwater monitoring and methane migration monitoring are basically unchanged from last year. 


Stewardship Awards Committee.

Members Joe Wilson, Chase Eckerdt and Ryan McShane volunteered for the environmental stewardship awards review committee.  The committee will review the 2013 nominations and report back to the full EAB at the October meeting.


Health Data & Ozone Concerns.

In response to questions about health data related to ozone air quality, Doug Ryan discussed a fact sheet he prepared with background information about state and local health data sources, and the EPA’s 2013 assessment for ozone health impacts. 



Melissa Chalona serves as a member of the Colorado Regional Air Quality Council.  She noted that changes in the RAQC organization are occurring as a result of a formal request from the North Front Range Metropolitan Planning Organization to expand representation from Weld and Larimer Counties on the RAQC in order to allow them to assume lead responsibility for air quality planning.  Governor Hickenlooper issued an executive order reorganizing the Council to appoint  three additional representatives from our area.  Those representatives will come from Weld County, Larimer County, and the NFRMPO.
