There were no amendments to the agenda. The board members and guests introduced themselves. David Gilkey, an Assistant Professor and Director of Undergraduate Education for the Department of Environmental and Radiological Health Sciences at CSU attended. There were no citizen comments.


Alps Tire Pile

                Frank Lancaster gave an update on the Alps Tire Pile. He passed around aerial photos. Ivan Alps started accepting tires in the 1960’s or 70’s. Waste tire regulations did not come until the mid to late 1980’s. The county found him in violation of zoning requirements in the 1980s, and ordered him to stop accepting tires, and clean up the existing piles. A court order and contempt of court order did not get the tires cleaned up. The estimate of the pile is 4-5 million tires. It is thought to be the largest pile in Colorado.

                The State Waste Tire Fund came into existence in the 1980’s. Larimer County applied for and received a series of cleanup grants. The bid for clean up was awarded to Snowy River Enterprises , who have been chipping tires on site for 2 years, and hauling them off site. Clean up is estimated to be one-third to one-half complete. It will take at least two more years to complete the clean up at a total cost of 2-3 million dollars. The slow rate of the money coming in is more of the problem than the clean up work itself. The work is tedious, as each tire is handled individually because many of them are still on rims and there is a problem of rattlesnakes.

                The State Department of Local Affairs now requires a match for the cleanup grants. Frank Lancaster stated that a dollar-to-dollar match is not possible by the County. As an alternative, the County agreed to waive the tipping fee at the landfill, which the State accepted as a match.

                The state legislature has borrowed money from the fund, but is expected to pay it back. The State has also requested that Larimer County go back and ask for additional money from the Alps each grant period. They may hold back 10% unless the County does this. Frank Lancaster reported that the County would most likely take this 10% cut. He does not agree with asking the Alps for more money, after a final agreement was made with them several years back, which included a conservation easement. The current grant runs from Jan 1 to June 30, 2005.

                The recycling market for rubber right now is small & typically does not cover the full cost of processed tires.  An alternative use for the tire chips now under consideration is to ship them to a project in Eagle County for use in a landfill leachate collection system.  As far as using the rubber for Larimer County road building, Frank Lancaster responded that it is more expensive than gravel and it is not an approved method in Colorado. The temperature & altitude seem to affect it negatively.

                In response to whether a contingency plan should be set up (physical buffers) as a deterrent against fire, Mr. Lancaster responded that fire mitigation lanes were made in the piles at the time of the first cleanup grant. The waste tire fund cannot be used for further deterrent. It was suggested that NRCS or the National Guard might be options for such an endeavor.



Administrative Matters Meeting

Doug Ryan attended the March 1st Administrative Matters meeting. He provided the Commissioners with the 2004 Annual Report, new bylaws and the Action Log. As a group, they commented that the EAB was looking at a wide variety of issues and that the action log was good in its depth. They will review more carefully by the March 15 Administrative Matters meeting, which will be attended by some EAB members.


The board decided on the following items to discuss with the Commissioners at the next Administrative Matters Meeting:

Chronic Wasting Disease:
This issue relates to the Division of Wildlife research pens and the adjacent City of Fort Collins Water Treatment plant.  The City has requested an opinion on the potential risk of transmission to people through the water system from the County Department of Health and Environment   Doug Ryan reported that he will be discussing this with the Board of Health in March.  If a decision were made in the future to re-locate the research pens, the EAB would be interested in looking at the environmental implication of a new location.


The Transportation Plan: John Bartholow sent out an email about the transportation plan after he met with Marc Engemoen. The Commissioners may want to discuss whether there are potential environmental impacts that the EAB might consult on.


Approval of February minutes                         

Motion by Ramon and second by Lilias to approve the February 2005 minutes as amended. Motion carried unanimously.


Chair's Comments

The Corps of Engineers is holding a public meeting March 30 about the Highway 287 road relocation associated with the proposed Glade Reservoir. Details are available from Dale Lockwood. Lilias Jarding, Sanjay Advani & Ray Herrmann will all try to attend.


BCC Liaison Comments

Commissioner Gibson attended the North I-25 Front Range Environmental Impact Statement meeting for government officials to review of the EIS. Commissioner Wagner will attend the meetings in the future.

Commissioner Gibson reported that Loveland/Fort Collins airport is looking to enlarge the airport to allow for larger airplanes 


Updates -- Committee & Other

Livestock Regulation: Doug Ryan gave an update on the status of the Land Use Code livestock regulation from the February 9th meeting between the Planning Commission and Commissioners. The concept brought forth was to come in with a table that would provide animal unit equivalency conversions to a cow to enable regulating various livestock within zoned districts based on stocking rates. The Board and Planning Commission members raised a number of questions.  These included concerns about differing levels of management expertise between large livestock operators and smaller hobby farm operations.  This issue was referred back to the Agricultural Advisory Board.


Members noted that they would be interested in reviewing the livestock regulations after the Agriculture Advisory Board, if the BCC believes that would be helpful.  Commissioner Wagner has indicated that she for one would like to obtain feedback from the EAB.


U.S. Forest Service Rawlins Resource Management Plans EIS draft: Lilias attended the policy meeting on February 9th, and has the EIS draft if members are interested.


Drainage water: Lilias Jarding asked if anyone knew about a flood control project for drainage water coming from the north into Terry Lake. Doug Ryan responded that he thought it might be a drainage study in the Dry Creek Basin to protect some portions of the city.  He will research his files and get back to Ms Jarding.
