The Meeting was called to order at 1335 PM by Chairperson Lucille Schmidt

Approval of Minutes: Due to the Minutes missing information on page 3, approval will be delayed until next RFLPAC meeting
Adoption of Agenda : The agenda was approved as written
Communications from Committee Members: None
Communications from County Representatives : Jill Bennett advised that the action item for the December 11, 2009 RFLPAC meeting will be the Monroe Excavation Project.
Comments from the Audience: Judy Viola advised the PAC that the RFL Library has been reclassified to “Ground Water under the directness of Surface Water.”
DISCUSSION ITEMS :
- The PAC discussed the RFLPAC public meeting proposed to be held mid-2009.
Ted Carter stated that a public meeting would help the public understand that the PAC is transparent and that the PAC wants and needs to hear from the public about what their issues are and to answer the publics’ questions. Roger Svendsen stated that before the PAC proposes something to the Board of Larimer County Commissioners, the Board wants to ensure that the items has been discussed with the RFL residences and what input does the residences have.
Should the PAC set up the public meeting as it did previous where display stations would be set up and staffed by County Staff and PAC members in the Home Owners’ Association Building and then had a group public meeting in the Fire Housing Meeting Room?
Several PAC members stated that it would be best to have an open public meeting first at an advertised time and date and then after this group public meeting, the public can disperse to display stations set up for specific topics, as water, sewer, roads to further discuss the specific topic of interest identified County Staff.
Eunice Michalka stated that she would like to get input from residences that are not part of the Hiawatha Road Special Taxing District (hereafter referred to as Taxing District) about their interest in joining the Taxing District. Terry Ferebee mentioned that those residences in the Taxing District need to be asked if they want to continue or discontinue the Taxing District.
The PAC agreed to hold a community meeting on June 13, 2009 and to establish the topics for the meeting by the April 2009 PAC meeting. Jill Bennett advised that if the PAC desires to have County Staff involved in this public meeting, those people need to be identified and notified at least 30-days prior to June 13, 2009.
Since RFL business owners are very busy on Saturdays during the summer months, the PAC discussed sitting up a meeting with business owners to seek their input. Lucille Schmidt will canvas the business community about this proposal.
2. The PAC discussed the article that appeared in the North Forty News concerning Red Feather Lakes' water issues. The general consensus of the PAC was that the information in the article was factual and had been previous discussed at PAC meetings and open house events. The article appears to have reenergized the Red Feather Lakes community’s interest in the topic. The PAC recommends that RFL residences continue to check their well water yearly. The PAC desires, with the communities’ help, to get out in front of a potential problem before a critical incident occurs. The PAC does not believe that RFL has a water problem right now. However, any possible long term solutions may take years to identify, fund and implement.
The next RFLPAC meeting will be held at the RFL Fire House Meeting Room from 1:30 p.m. to 3:30 p.m. on December 11, 2008. RFL’s residences are encouraged to be involved in the RFLPAC process and attend RFLPAC meetings. Your input is important.
