The meeting was called to order at 1:30 p.m. by Chairperson Ted Carter.

Members Excused Absences:  All other members had excused absences


Adoption of Agenda:  All RFLPAC members approved the adoption of the agenda. 


Approval of Minutes:  The August 13, 2009, minutes were approved by all RFLPAC members.

Comments from the Audience:  None





Bill G., Michael S., Gene A. and Terry F. met for a work session with the County Commissioners and Jill Bennett on August 25th to plan the next step for the designation of public roads.  The Commissioners saw the benefits of this designation.  They will hold a public hearing in Red Feather Lakes, tentatively scheduled on October 15, 2009 at 6:30 pm.

Ted C. has a written bid from Ayers & Associates for mapping and centerline survey of the designated roads.  The bid for $10,000 will include monuments set to be used for future surveys.





The Commissioners have not yet committed to funding the centerline survey.

Ted C. and Michael S. met with the County Attorney.  He continues to feel that designating certain roads as public is an appropriate step.  The County Attorney stated that it would be helpful have the dedication of the roads on Quaintance land completed before the public meeting.  He is working with the Quaintance attorney on this. 

The County Attorney suggested that testimony, written and oral, at the public hearing from long time locals regarding the long term (20 year) usage of the roads under consideration could have the strongest impact for passage. Members of PAC were urged to enlist long time residents to testify regarding the long term use of the roads at the public hearing.

The designation of roads as public would have no impact on the ability of Red Feather Lakes to incorporate at a future time.

Having roads designated as public would facilitate the ability of those areas to become or join road districts or other special tax districts in the future.

Copies of plat maps for some subdivisions in RFL are being held in the library for the use of PAC members.


A motion was made by Bill G.., seconded by Roger S., to change the date of the next PAC meeting to October 15, if the public hearing is held on that date.  The motion passed.
