ADMINISTRATIVE MATTERS MEETING

 

The Board of County Commissioners met at 9:00 a.m., with Linda Hoffman, County Manager. Chair Donnelly presided, and Commissioner Johnson and Commissioner Kefalas were present. Also present were: Brenda Gimeson, Business Operations Manager, Alisha Jeffers, Commissioners Office and Stephanie Grosskopf, Deputy Clerk.

 

Chair Donnelly opened the meeting with the Pledge of Allegiance.

 

1.    PUBLIC COMMENT: Chair Donnelly opened the meeting to public comment giving citizens the opportunity to address the Commissioners regarding events and issues pertaining to Larimer County. Ret Jewett, Karen Speed, Nancy Garcia, Rick Casey, Sharon Mingleson and Sonia Ketting.

 

2.    APPROVAL OF THE MINUTES FOR THE WEEK OF AUGUST 26, 2019:

 

M O T I O N

 

Commissioner Kefalas moved that the Board of County Commissioners approve the minutes for the week of August 26, 2019.

 

Motion carried 3-0.

 

3.    REVIEW OF THE SCHEDULE FOR THE WEEK OF SEPTEMBER 3, 2019:  Ms. Gimeson reviewed the upcoming schedule with the Board.

Commissioner Johnson moved that the Board of County Commissioners approve the consent agenda as outlined above

 

Motion carried 3-0.

 

5.         COMMENTS FROM COMMISSIONERS’ GUESTS: Commissioner Kefalas invited Zach Thode from the town of Livermore to address the Board of County Commissioners. Also, in attendance were, Cheryl Reynolds, Bob West, Danette Myer, Carl Judson and John (last name inaudible). Zach spoke on behalf of the Town of Livermore regarding setting up a process or mechanism for a task force or focus group that will engage with Land Use Code update process to ensure that Livermore’s needs and aspirations are addressed and included. Zack would like to see Larimer County assist Livermore in making better planning decisions in the future. The County shop will be moving and there will be a vacant piece of land in the middle of Livermore. As that stands, it’s zoned as open so Livermore doesn’t have much say as to what goes on there. Livermore would like to pursue long term planning with Larimer County. Zach asked that the Commissioners charge some of the Larimer County Planning staff to help look into the future. This could be done by creating a task force, which could then look 10 to 20 years into the future and see what Livermore looks like. There are other things that come into play that affect Livermore, like Glade Reservoir for which the County is negotiating recreational obligations for, which Livermore could be impacted by. Zach would like the Town of Livermore and Larimer County to look at this as a big picture and see how does Livermore look in 20 years or how should we steer it so we aren’t running into complaints. Zach is formally asking the Commissioners that a task force be formed. 

 

6.         COUNTY MANAGER WORKSESSION: Ms. Hoffman updated the Board on upcoming projects and activities.

 

7.         COMMISSIONER ACTIVITY REPORTS: The Board detailed their attendance at events during the previous week.

 

 

8.         LEGAL MATTERS: No Legal matters requested.

WEDNESDAY, SEPTEMBER 4, 2019

 

EXECUTIVE SESSION

The Board of County Commissioners met at 1:30 p.m. with Linda Hoffman, County Manager. Chair Donnelley presided, and Commissioner Johnson and Commissioner Kefalas were present. Also present was Elizabeth Carter, Deputy Clerk.

 

M O T I O N

Commissioner Johnson moved that the Board of County Commissioners enter into an Executive Session regarding the Northern Integrated Supply Project (NISP) and for determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators pursuant to C.R.S. 24-6-402(4)(e).
